They didn't want the fight but were put up to it and would win by default. I've always taken that losing party to be Waters. In particular, the "fight scene" in that song in the background, where the bell is rung (division) and one punch knocks out the losing party. There's a lot of subtly in that song - it's about giving someone every chance in the book to do the right thing and them mistaking compassion for weakness. I've always taken this song to be about the moment that Gilmore and company decided they would have to take the band back from Waters. I think the overall meaning of the Division Bell itself ties deeply into a lot of the songs on this album - most notably "Lost for Words", which I think is a pivotal song on the album.
